Direct Answer for U.S. Importers
Do all small appliances imported into the United States require UL certification?
No. "UL certification" is not one universal federal import requirement for every household appliance. The correct decision depends on the product, where and how it will be used, retailer or marketplace rules, workplace standards, insurer expectations, and state or local electrical codes. OSHA's NRTL requirements apply to specified equipment under workplace safety standards and only under the relevant circumstances. A retailer or local authority may separately require a recognized safety listing even where customs entry alone does not.
That does not make electrical safety optional. The importer must still identify applicable consumer-product rules, evaluate electrical and foreseeable-use risks, support claims, meet channel requirements and maintain a defensible production file. Ask the buyer which NRTL mark or product standard is required before selecting a laboratory or printing certification artwork.

CPSC Safety and eFiling
Certify only the rules that actually apply, then connect them to the shipment
A General Certificate of Conformity is required for a general-use product when that product is subject to a CPSC-enforced rule, ban, standard or regulation requiring certification. CPSC states that a GCC is likely not required when no listed certification rule applies. The U.S. domestic manufacturer or importer remains legally responsible for the certificate, even when a factory or laboratory supplies supporting data.
Since 8 July 2026, importers of regulated consumer products subject to CPSC certification requirements must electronically file certificate data before entry into U.S. commerce. This new process increases the importance of matching the certificate, test details, model identity, manufacturing information and shipment data. A factory spreadsheet that uses a different model number from the carton or customs entry creates avoidable risk.

Most unintentional radiators use the Supplier's Declaration of Conformity route, while intentional radiators generally require certification. The exact route must be confirmed against current FCC rules and OET guidance. The U.S.-located responsible party for SDoC should be agreed before packaging approval. Do not copy an FCC logo or FCC ID from a component without confirming finished-product use and disclosure requirements.

DOE conservation standards, test procedures and certification apply to covered consumer products and commercial or industrial equipment. They do not create one identical energy route for every small appliance. Importers are treated as manufacturers for relevant certification responsibilities.
