An electrical appliance does not automatically need an EU energy label or an EPREL record. The first decision is whether the exact product and function fall within a current product-specific or horizontal ecodesign measure. A separate decision determines whether an energy-labelling delegated act applies. EPREL registration follows for models that are actually subject to energy-labelling obligations.
This guide helps importers separate those decisions before approving a quotation, label, product information sheet, online offer or production sample. Does every electrical appliance need an EU energy label and EPREL registration?
No. Ecodesign requirements, mandatory energy labels and EPREL registration are related but not identical. Product-specific rules can impose ecodesign requirements without imposing an energy label. Horizontal measures can affect standby, off-mode or external-power-supply performance across several product types. EPREL is the product database for models within energy-labelling legislation; it is not a general registration system for every CE-marked appliance.
Never create an A-to-G label, QR code, product information sheet or EPREL statement because a buyer asks for one. First identify the exact product group, legal definitions, inclusions, exclusions, ratings, functions, market date and responsible supplier entity. Then use the current applicable measure and its measurement methods.

EPREL Supplier and Model Control
Register the responsible entity and exact model, not a convenient placeholder
The European Commission defines the supplier for energy-labelling purposes as an EU-established manufacturer, the authorized representative of a non-EU manufacturer or an importer placing a product on the Union market. The responsible project team must therefore decide who owns the registration, trademark authority, technical data and later model updates before packaging and online content are released.

ESPR and Digital Product Passport Boundary
Prepare structured data without claiming every appliance already needs a DPP
Regulation (EU) 2024/1781 establishes the Ecodesign for Sustainable Products framework and the Digital Product Passport architecture. Product-specific DPP content and timing are defined through applicable delegated acts or through separate EU legislation. The existence of the framework or registry does not by itself prove that every small appliance model requires a DPP today.
A practical buyer can still prepare now: maintain stable product identifiers, controlled supplier and component data, technical evidence, revision history, repair or service information where relevant, and clear ownership of digital records. This improves procurement control without making premature legal claims.
