Can an overseas factory authorize its own RCM?
No. The RCM is not a self-declared factory decoration. Under EESS, a registered responsible supplier is an Australian or New Zealand legal entity with the required local identifier and responsibility for the equipment it supplies. The responsible supplier must complete the applicable registration, evidence and declaration route before permitting an overseas manufacturer to apply the RCM for that supplier's goods.
ACMA also uses the RCM for relevant electrical, electronic and radiocommunications products. ACMA states that an overseas compliance mark such as CE or FCC does not automatically permit Australian supply. A product can therefore need coordinated evidence under more than one regulatory arrangement even though the final label shows one RCM symbol.

EESS Electrical Safety
Classify the exact equipment before selecting evidence
EESS separates in-scope electrical equipment by risk. Level 1, Level 2 and Level 3 equipment have different registration and evidence requirements. EESS states that the responsible supplier must still hold mandatory evidence for Level 1, while Level 2 and Level 3 equipment registration is mandatory. Level 2 generally requires a compliance folder and Level 3 requires a valid certificate of conformity linked to the current relevant standard.
