Does a China appliance factory complete the importer's packaging EPR obligations?

No. A factory can identify and document the packaging it supplies for an approved product: components, materials, measured weights, quantities, dimensions, artwork versions and changes. The importer, brand owner, distributor or other market operator must determine who is the legally obligated producer, which registrations and reports apply, how fees are calculated, what labelling is permitted and which records must be retained in each destination.

Responsibility can change with the market, company size, brand ownership, importing arrangement, selling channel and packaging flow. One global declaration or a supplier's statement should not be copied across the European Union, United Kingdom or another country without current local review.

PPWR generally applies from 12 August 2026

Regulation (EU) 2025/40 covers all packaging and packaging waste and sets market, design and waste-management requirements. Extended producer responsibility, registration and national implementation still require transaction- and Member-State-specific review.

EU Member States

Do not assume one registration covers every country

Confirm the countries where packaged products are first supplied, local registration or representative requirements, reporting categories, deadlines, fees and evidence rules.

United Kingdom

The same measured factory data can support several markets, but the obligated entity, categories, thresholds, labels, submission format and fee calculation must be reviewed locally.

The European Commission states that Regulation (EU) 2025/40 entered into force on 11 February 2025 and will generally apply from 12 August 2026. GOV.UK states that new regulations apply to UK organizations that import or supply packaging and that affected organizations may be responsible for packaging-waste costs. These official starting points do not decide one company's obligations without its actual facts.
